Nobody has any idea what a passing stranger is feeling or thinking but everybody can and will make certain assumptions based upon appearance/clothing/gear. This holds true for cycling, running, business, everything.
OP is certainly allowed to make judgements based upon appearance and his assertion that the two riders were not sharing the space.
