I don't think the tariffs apply to direct sales.
I'm here in the rust belt, and nearby is an old steel mill that has somehow managed to stay open - at least part of it is open. It is providing a decent amount of employment for this area. They make hot-rolled steel from 30-ton slabs shipped from Siberia. Since Trump's policies went into effect, they have been paying $1 million per week in tariffs on this steel, and will probably soon shut down for good and lay off all of the workers. Sigh.
