For the purposes of this discussion, they are. They let you go a lot faster on flats or up hills than anyone else you are riding with on standard bikes without a lot of effort.
I have nothing against eBikes. In fact, I am getting one in the near future. But there is no way in hell I would join a group road ride with it.
