A booby trap, an animal or a myriad of other road hazards, could easily cause a crash if not seen properly. (thin wire would be difficult for anyone to see though)

I wouldn't call it a terrorist attack, usually someone needs to die, and while this incident could/did? cause serious injury, and possibly death in extreme cases, its quite unlikely that the FBI will investigate.
