Not in my experience, I found that mounting the rack at the fork end eyelets and at the mid-blade bosses was pretty solid. That's how I installed the Surly Nice Rack on my '90 520:
Ok, I misunderstood - I thought you wanted to use the fork end eyelets and put the P clamps adjacent to them.
