Put one of hoods in a bowl of water and microwave for 40 seconds or so before you mount it, with the back of the lever body (sans clamp) going into the front of the hood first.
After mounting the lever on the bars, cut off a little strip of the cotton tape and place that over the lever clamp. That will make it easier to cover the lever. As you noticed, cotton tape easily folds and sticks to itself, making it really hard or impossible to do the "figure 8" around the lever. The little strip of tape makes taping with cotton a lot easier.
