Well, if the current 700x40c tires have worked adequately, the 38c tires should be OK too. Yes, you are right, a 15 mm internal rim is narrower than recommended for tires that wide but if you've been satisfied with the ride and handling, keep using them. If you just got the bike and haven't used it yet, strongly consider wider rims or smaller tires.
