Jeff Bumby was the owner of "Rippin' Good Cookies" in Ripon WI and was an amateur racer. When he sold his business, he decided to retire and build bike frames for fun. I don't think he made more than a few dozen altogether. But since he didn't have to worry much about making a profit, he could take his time building. He came to Mike Appel's (former Trek builder) shop in Madison WI to learn from Appel, who was quite the perfectionist. Appel also painted Bumby's frames. Mine is a very subtle two-tone job; burgundy and desert rose, with pinstriped lugs. It wasn't built for me but for the wife of a local paper executive who no longer rode it. I picked it up as a frame/fork/headset/bottom bracket on Craigslist a few years ago.
