Yes. If you take an older frame with a narrower rear hub standard, and just pull the stays apart to get a modern wider hub in there, I'm not sure if that counts as 'cold set' or not. It's only a mm or two and steel is flexible, so it's no big deal. But there's a process where you literally use a 2x4 as a lever to barely bend the stays and measure that they get the same bend (so the frame is not misaligned). That's 'cold set'.
