Im in San Diego and most the roads are horrible. The potholes are craters. They patch them and the next rain washes them out with interest.
Potholes are caused by water seeping into cracks in the pavement, then it freezes at night and heaves chunks of pavement out.
I didn't know it rained that much of temps went below freezing there.
