That is exactly what this looks like, except we don't know if was done on company time. If you know the angle that you want, for a machinist that can either tig weld or has a co-worker or buddy that can weld it, it isn't that hard to do.

The fact that it uses a grade 8 inch size screw confirms, to me, that it was made by a cyclist/machinist.

It looks completely usable if you like the tilt of the saddle.
