I'm pretty sure that's not true. People instinctively imitate those around them. At least certainly within their group. On the other hand, if you're a commuter or casual cyclist you probably wouldn't be that interested in what the high-speed roadies are doing.

I think such concern and attention to the speed and passing ability of strangers is mostly an affection of the minority of the cycling population who consider themselves avid enthusiasts.
That's because enthusiasts tend to be more competitive.
