Yes, 700 is 700c. To make absolutely sure, look that the specifications and confirm that they are 622mm in diameter. (Also, they are 35mm wide, not 35c, which is not a thing but for whatever reason shows up on tire descriptions all the time.) (Yes, it's maddening.)
