Saddle height is definitely too low making riding more difficult than it has to be for her. Raise the seat and the chances are she will find effort easier and thusly more of a chance she will continue to ride and enjoy it. Imo lots of people get turned off to cycling for this very reason.
Really great your are getting her started but please do all you can to make her riding enjoyable
