SunTour already had a Cyclone crank before the Sakae Ringyo CR crank came on the market. This crank was made by Sugino, before SunTour became SunTourSR:



And the CR crank was modelled after the earlier Ofmega Mistral crank:



N.B. the Mistral crank is much better finished than the CR crank, which appears to have been "melt-forged" (aka, cast) and merely tumble-polished:
