I've ridden 350w front and rear hub systems with rim brakes and no cut off switches, and the BBS02-equipped bike that is used off road a couple of times a week doesn't have cut off switches, but for 1000w+ systems I use them. Hasn't been a problem for me although others may have different requirements.
