He lost me with the initial premise. I love that kind of weather. I'm guessing the author is not so much into outdoor sports.
I live in a simular climate, allthough 'vengeful breeze' is usually an understatement, and this time of year it's just very unpleasant quite often. It often feels a lot colder than when it's freezing but the air is relatively dry.
Anyway, let's hope it's about real improvement now instead of city marketing and making up the numbers.
