It means someone wants to make it known publicly (within the thread) that they want to receive notifications when updates are made to the thread to which they subscribed.
It isn't necessary to reply to a thread with the singular purpose of subscribing to it. Subscribing may be accomplished simply by pressing the button "Subscribe" at the top of thread.
