While you are composing a note to answer the above, I'll comment that the only thing you can switch between a brushed motor and a brushless motor is the battery, The controllers are incompatible. Controllers for a brushed motor are pretty inexpensive though, as you don't even need one to spin the motor if you don't care about its speed.

Is this a scooter or is it a bicycle? Some 48V scooters are brushed motors. Probably very few brushed 48V bikes.

If you can see the controller, a brushed controller pn;y needs two heavy wires to the motor. A brushless motor will have three heavy wires and up to six signal wires.
