They're housing/hose guides. At the non drive side dropout, you can see where a disc brake could be installed on the frame. The guides allow you to run the housing from the last frame mounted stop, down the seatstay and to the braks. Spoke holders are usually found on the non driveside chainstay. Hope this helps.
