Ok, more clarity on the numbers:
0 = no rust.
1 = rust only the owner knows where it is
2 = more rust (like a few pinholes or wee little scratches or where the axle ends bit through the plating/clearcoat)
3 = more than 2
4 = more than 3
...
10 = very Very VERY rusty (but once was shiney)
11 = King of rust (Queen if a french frame)
