He ordered a BB for a 30mm spindle crank and has a 24mm spindle.

I know of no one who makes an adaptor for that. People to check are Hope, Wheels Manufacturing, Problem solvers, Phil Wood, or Chris King. Or if you kneew a mchinist who could fab a 24 X 30 sleeve. Of course any of those would probably cost as much as just buying the correct BB.
