The subject bicycle is an early 1980s Cambio Rino Crono. The tubeset is Columbus SL ( I can see the 27.2 stamped on the post). OEM examples typically turn up with Cambio Rino Crono components and Modolo Speedy brakesets. I believe the subject bicycle was only assembled in Canada. So, depending on your viewpoint, you can consider it Canadian and/or Italian. Enjoy your new acquisition.
