If it's got the original 1983 tires on it then, they're 37 years old. It's really going to need new tires, tubes, & rim tape. Will also need new brake pads and, all cables & pivot points need adjustment & lubrication. Most bike shops charge by the hour. So, this is going to cost around a $100 minimum to $200 max. If I were you, I'd order the parts online & either do the work yourself or, look around for a friend or neighbor to help.
