My Thorn Nomad has those stats, 26", longish stays (45cm), braze-ons for racks, you can put a suspension fork if you want. as for tire clearance, i've got 1.9s on mine and i think i could go bit fatter, but haven't tried yet. Mine has vert dropout, but there's a horizontal option. sjscycles.com in england, or check out the bruce gordon blt in 26", but i think his is only vert dropout.
