I live on a very windy road, where I would have to do a blind-pass, so I hang back until I can see that I won't be putting myself, the rider, or an oncoming vehicle in danger. I try to hang back far enough so it isnt' annoying, but it clearly is to some bicyclists, who will happily waive me into a blind head-on.
