Lugged steel frames are not easy to repair at all in most cases, at least not easy as in cheap.
Replacing a main tube is a big job.
Repainting to decent standards is also somewhat difficult/costly.

Certain repairs are much more worthy of consideration than others but only IF the frame is worth more than a couple of hundred dollars.
