Indeed. You definitely should use tape that goes from one edge of the rim shelf to the other, and not just covering the center channel and the spoke holes. Try seating the tire; if it won’t seat, add another layer of tubeless tape and try again. This can make the difference between not seating at all - or seating only after a lot of sealant splashes around - and seating easily, perhaps even with a foot pump instead of needing a compressor.
