This kind of headset were common in Europe, I had Raleighs with them and many of my Polish Romets have them too - and they are also found on the BB.

When the tool does not fit well or they are really tight then it is time for my heavy, short handled hammer and a pin punch. Unless your screwdriver is of the type where the steel shaft passes all the way through the plastic handle then the handle will absorb some of the sharp, peak force you are trying to achieve to get the headset nut turning. Pin punches or, if you can get any, a piece of solid brass rod, a firm grip and some sharp smacks with the hammer usually gets things moving. You might have to chase the things around for a few turns if there is significant corrosion on the threads. Just be prepared to hit harder than one wishes if less force does not work.
