It's tough to get urban roads closed without lots of political clout and that means big money from 'important' corporations. It's not likely C&V will be a draw for those people. You can always do the RBC GranFondo ride from Palo Alto and ignore the carbon footprint around you and seek out other riders on steel.

Or just do what Andy suggests and make it grow...a little. Once it gets big, it gets dangerous.
