It's local to the OP so he can check out the bike and verify the date. $1600 is more than I'd pay for that bike but that price is likely a negotiation point. That said, the seller is unlikely to take as big a haircut as you are suggesting. Usually when someone starts out that high, they are not realistic as to the price.
Assuming this is a 30s Raleigh and mainly all original, these bikes don't pop up often so it will command a premium. How badly do you want it?
The saddle looks mainly gone.
The black handlebars look odd to me but looking at this '35 catalog, apparently some Raleighs came with that:

This is beyond my area of expertise but you should google "raleigh sports model." This may be a predecessor to the RRA which would make it an interesting bike:
