There is no way this was marketed as a "sports touring" frame when it was built c.1965. It's just the way Cino designed them. But with the 108cm wheelbase, the 73* HT angle, the 72.5* ST angle and the clearance for 700x32mm tires (35's would probably fit, but I haven't tried them), I think it qualifies.
