Take pictures and save them. Get close ups of those numbers and any unique marks whether existing damage or other. You can stamp your own notation somewhere on the bike if you know how and have the stamps.

If some document is asking for the SN, then just make a notation saying you can't determine it.

Serial numbers have been put just about every place imaginable on a bike frame. Some mfrs changed where they put it every so often and even depending on the model of bike.

A pic might help us. And for sure telling us what make and model the bike is might give us a clue what to tell you.
