Mechanical disc breaks sticking during adjustment

To start, I want to apologize for yet another thread on disc breaks. Im new to them and found it confusing to piece together a solution from previous posts.

Anyway, I am trying to adjust my mechanical disc breaks so the pads don’t rub against the disc. My thinking was i should rotate both pad adjusters fully counter-clockwise until full clearance so i can then individually tighten each side until first sign of rubbing. Then, i would subsequently loosen until first sign of clearance. I would do this for both sides, one after the other.



However, when i loosen the pads after meeting initial resistance, i cant loosen them enough to achieve clearance again. It’s as if the pads get stuck hugging the disc. If I loosen the entire way, still rubbing, until i remove and reinsert the wheel again.



Has anyone experienced this before or perhaps have a hunch on what is happening here? Would be super appreciative of any help.
