Yes the seller listed the bike a week ago for $1,000 firm but I think there may be some wiggle room, especially with cash in hand.
The seat post concerns are valid, so a post and stem check would be done if I checked the bike out in person.
The sticker on the down tube is registration, and not easily removed.
