Yes , in some of the literature or videos it's called "stabilizing" screw and other authors use the word "support" - the following passage addresses its function - "If installing the front derailleur to a brazed-on type frame, a backup plate must be attached to the seat tube. Always be sure to install the backup plate in order to prevent damage to the frame from the pressure applied by the support bolt of the front derailleur" - and yes the 5mm key is used for the "clamp" bolt - in my view given the function of that bolt , I can buy either descriptor , i.e. either "stabilizing" or "support"
