That style of adjustable stem is known as a Major Taylor stem. On the paramounts they were made by Schwinn.

Maybe, his site says 1941, but by 1941 paramounts had slant trimmed seat stays. The balled-end seat stays, like on this bike were earlier, starting in 1938. I guess this could be an early 1941, but I don't believe 1948. Whatever though, the bike is bling.
