Build Evauation, How Does This Sound

Well I'm looking to start doing some touring, I already have alot of bikes and am expierenced with rebuilds and build ups. I have a rather limited budget but am willing to spend money where necersarry and like to think I know what I'm doing enough to build something nice. Heres the story my dad has an old bike that he dosent use anymore, had it in college and has since replaced it. The other parts have been gradually aquired over time through the usual methods ebay, trades digging through boxes in the back of the shop.
