I agree with flyefisher's analysis. It's always been hard to successfully break on a flat race. The peloton tends to move along at high speed and also the sprinter's teams know that these are "their" races so they'll aggrssively chase breaks. The advent of 2 way radio makes breaking even harder as there's no more "out of sight-out of mind" factor anymore.
You need some climbs.
