They are precisely that. Basically a lightweight wrench designed explicitly for 15mm track nuts and nothing else, except for a few models that have stuff like a bottle opener on the other end. The Surly Jethro Tule looks like a nice one, but it's a tad more expensive than the crescent wrench I'm presently carrying around.
