My friend forced me to drive with him to this bar once, a 1.6 mile, flat-as-a-pancake ride. He has a hybrid if that makes it any better.
At the OP, you'll find Richmond to be pretty reasonable, I would imagine it's cheaper than the Baltimore area. Carver/Jackson Ward (between the interstate and downtown, northeast of VCU) and Oregon Hill (southwest of VCU) and Byrd Park (west of Oregon Hill) areas are probably the cheapest bets. The Fan, which starts around VCU and goes for about two miles, is a bit pricier/nicer. Any of these are close to stores, bars etc.
BTW, DON'T rent from Waybright Investments, they are horrible.
