I've had this happen on a couple of occassions, where I caught up with the people later. Once I knocked on the window (cold evening), and asked "Did you say something?". They wouldn't even roll down the window.
Another time I passed the car and waved and said "How are you doing?". I just rode past, without even noticing their expression.
