Derailer doesn't shift while climbing.

I have a '06 Trek w/Shimano XT front and rear derailers. I notice that since there's a lot of tension on the chain while climbing, it won't shift well into certain gears such as the smallest one on the front. The front derailer will just making clicking noises until I relieve some tension on the pedals.

Is this normal? I know I should be shifting before the climb but is there a way to make it shift better?
