Probably. I wouldn't guarantee that they'll work with every frame, but I just checked a couple of older road bike frames in my besement and I'm pretty sure they would work with both of them.
The rear wheel's axle goes through one of the big holes and the moveable part of the chain tensioner rests against the back of the dropout. Tightening the bolt pulls and holds the axle back in the dropout.
