I just got through reading multiple articles about the tif these two esteemed governing bodies are having. And the issues surrounding the handling of information....

I figure it's only a matter of time before the riders form an "assocation" (read union)...

They already have one of those.
But the UCI is also at odds with the Spanish Federation because they wanted legal oversight of the proceedings, and in fact the UCI has moved their big meeting from Madrid to their Swiss HQ as a result, thereby making them absent from the start of the Worlds.
And then there is the Schenck suit and UCI countersuit over handling of finances for the Irish candidate for president by the UCI.
And of course, the outgoing president's reentry into the election process after publicly stating he was going to leave, amid cries of deception and more strenuous terms.
One can only hope that in the end, either the UCI comes to its senses, negotiates with the three Grand Tour organizers, and makes certain that those races are in the Pro Tour calendar for 2006.

Well, not quite, but I doubt you'll see Quixotic rides like Diluca'a at the Giro this year.
