Best????
Ballerini**************************************************???
Ok, so you'd prolly have to toss Pantani, Tafi, and Argentin in there too.
My favorite competitor was Chiapucci, favorite Overall Italian rider Bugno, most fascinating to watch ride a bike, best form, Bartoli, and best hair would be Cipo, although Pellizotti gets that trophy for the first decade of the new millenium.

My favourite riders from the 90's were either italian Bugno, Chiapucci and Ballerini, Or Brits, Yates and smiling Bob.
Saw Franco ride many great classics and always shouted for him from the road side,
Bought a Bugno T Shirt from the back of his Dads camper Van on both the 91/92 Tour De France - saw him win on Alpe d'Huez in 91
Saw Chiapucci win his classic Tour de France stage into Sestriere in 1992 - without doubt the greatest Tour stage I have ever seen - Crowd was 90% Italian and going totally mental - Claudio lead in the valley approaching the final climb at Sestriere, but the peloton lead by Bungo was pulling him back, and pulling him back fast. Then he hit the bottom of the climb, the crowd lifted him and he started to pull away, driven up faster and faster, by 250,000 screaming Italians
By the time he passed me at 1.5km from the finish he was going like an express train, you could see he had nothing left to give, he'd left his strength plastered across the mountains of that days stage, but driven on by the passion of his fans he took (what I still think of as ) one of the most deserved victories in tour history. He crossed the line and collapsed.
Still makes the hairs on the back of my neck stand up

First would have to be me (HaHa) followed by Pantani. May he rest in peace.

Certianly my vote would be with Il Pirata himself, Cipo was great don't get me wrong, but his success came later in the 90's and 2000+, Pantani with the tour and Giro was great!

Surely it was an oversight to leave Pantani off your list. He did after all win the TDF.
