12.75 actually sounds reasonable considering that build - probably 13.75 actual though (those cranks are not WW-level cranks).

Someone in NY call the guy, buy it. The bike is worth more than that.

There are really only a few possibilities:

1) the bike is not in the condition as claimed;

2) it's stolen;

3) It's a total scam, (presumably to be sold to a distant purchaser, and never shipped, or some other variation of scam.)

4) the seller has no idea what its worth (unlikely).

5) the seller is in extreme distress and it's a fire sale. (again unlikely).
