Robbie McEwan used to rank highly, but seems to have mellowed with age.

Bettini makes a commotion on the line, but is generally a gracious loser.

In my book, or blog as the case may be, the current champ is Mark "Cannonball" Cavendish.

If he keeps it up, he might even surpass Claude Criquielion.

Who are some other professional whingers?

Whether he was getting a raw deal or not back in 85 and 86 w/r/t Hinault and La Vie Claire, complaining about teammates and team strategy to the press would be considered whining in my book.

Doesn't change LeMond's legendary status with me, really.
