There is a reason for time trial results not counting for upgrades, stong cyclists are not always experienced cyclists.

He could be a tri-geek. Some of those guys have seriously big engines and seriously bad bike handling.

He's not he's my teammate and he is a TT'n machine. He is still learning the RR and Crit ropes and will upgrade when he earns the points to do so. He's under thirty so he can't race masters either. Sorry but you'll just have to up your TT game if you want to beat him. If you look at his results in RR's and crits you'll see he's no sandbagger, he's just really good at this particular discipline. I've beat him in all the crits and RR's we've done together, yet I can't get within minutes of him on a TT course.
