It can take them several weeks or even several months to actually test the samples and get the results back. They wouldn't have let him ride if the test had been completed and they knew it was positive.

From a quick read, it seems like bad writing. Maybe the test was before the race, but results weren't known until later?

I think that's correct, the results were found after the race, but the samples were from before the race. It's kind of like getting one of the camera speeding tickets (my parents got them in Holland when I was a kid). You speed on Friday, you don't get the ticket until Wednesday (or whatever). I think it took a week or two to send the tickets to the driver because my parents would have to think back and figure out if they were really on that particular road at that time.
In the real world, a NYC area Masters rider tested positive for something (drug used when coming off a steroid cycle) at the end of July 2007. He was notified of his positive sometime later, and accepted a suspension Oct 15th. He placed all over the area during that interim, won a lot of prize money.

Similarly there are other positives from the area, I can think of 2 domestic pros and one international amateur (I think he was amateur, but he was a teammate of one of the domestic pros).
